Several years after the Second Founding, an old battle barge that was in a deplorable condition, was converted to a prison ship and renamed Eternal Justice. The ship had recently emerged from Warp prematurely on its way to Terra. On board were roughly 3,200 xenos, and 1,500 human prisoners. Three particular men, whose names have been lost in time, were Space Marines, taken prisoners for various reasons involving treason. Two were from the Black Templars, while one was a Blood Angel. These three men, later renamed, The Three Fathers, had a bold plan to take over the Eternal Justice. Surprisingly, after rallying up the other human prisoners (and several xeno prisoners), they took control of the prison ship, a plotted a course to several worlds.
Several days passed after relaying a message to the Imperium, demanding amnesty, when the xenos attempted to take control of the ship for themselves. They failed, but after a long battle, many of the ship's rations were destroyed, threatening the survivors. The Fathers issued a lock down on every part of the ship, save the Bridge, Cafeteria, and several areas. Life support failed in the locked areas, killing everyone except the humans. But after sixty days, food was scarce, and the Imperial Fleet was en route to destroy the ship.
The Fathers then proposed to request that united, they could make their own Chapter, and Chapter specializing in training the Imperium's garbage. They would accept only gangsters, prisoners, outcasts, exiles, and those deemed unworthy to serve in a Chapter.
By the time the Imperial Fleet arrived, the men WERE a new Chapter, the Damned Angels.
Since then, the Damned Angels have evolved immensely and claimed the Black Templars as their founding Chapter. As such, they follow many of the Black Templar's rules and workings. They distrust psykers.
The Damned Angels have a unique leadership. Chaplains and Captains, while being assigned to a specific place, can essentially take part in any battle they choose and even appear out of no where to aid their battle-brothers. The Chapter Master himself even roams around in his specialized Strike Crusier, going to where many could use his aid.
In the public eye, the Damned Angels are a tainted bunch. Many believe that the Damned Angels encourage the usage of the powers of Chaos if necessary to survive, and believe in lawlessness to achieve their goals. They are cited as being heretics, not worshiping the God-Emperor. And they are accused of being war hounds, as fighting with other Chapters is common for them.
